So, this would be what she looks like most of the time, the Li-thighs and muscles are only in a powered up state. The system with her will be that she gets stronger as she gets more muscular, but it's sort of analogue and imprecise so she can't decide to get exactly 12 times stronger or whatever. Fully powered down she's working with about 1/1,000th her potential strength, but..she can still kick a fully loaded cement truck into the tenth floor and other crazy stuff. The big thing is that while powered down it takes her some effort to access the super strength, and is otherwise using something sane, but powered up the super is always on and it's really hard for her to touch things without wrecking them.
I wasn't too sure about the why of this while drawing it, but I kind of thought that maybe one of her pals, a petty larcenist asks her to break something and create a diversion. So she does this resulting in a sort of "Holy shit, I didn't mean -that-!" reaction...
Anyway whatever, like or don't.

Uh, it did. Or at least did both simultaneously. That'd be why both the front and back are sticking out. I know it's not "right" but I kind of like the physics to just be 'whatever's dramatic' with this sort of thing... tj-caris.deviantart.com/art/Ad…
